This is an interesting quote. Howard Zinn was a professor at Boston University when I was a student there. His courses were so popular that only seniors had any hope of getting in. Prof. Zinn was a vocal socialist and had frequent, vicious arguments with the BU President, John Silber, who was very conservative, and even called for a University-wide teaching strike. Those were exciting times!
